Russia's waste service payment collection hits 96.4% in 2025
Russia's payment collection for municipal waste services hit a record high in 2025. The rate reached 96.4%, up slightly from 96.1% the previous year. This marks steady progress since the 2019 reform, when the collection rate stood at 77.7%.
The total amount billed for waste services in 2025 rose to 348.3 billion rubles, with 336 billion rubles collected. The number of invoices issued also climbed by 17.8% compared to 2024.
Regional performance varied, with the Northwestern Federal District leading at 99.1%. The Urals district followed closely at 97.9%, while the Central and Volga districts both recorded 96.8%. Siberia's collection rate was 96.1%, and the Southern District ranked fifth at 94.8%.
Some areas, including Nenets Autonomous Okrug, Khanty-Mansiysk, and Komi, even exceeded 100% collection. Newly integrated regions such as the Donetsk People's Republic, Zaporizhzhia, and Kherson also showed improvement in waste management systems.
No updates on digitalisation or transparency measures for waste fees in top-performing regions were reported in available sources.
The 2025 figures confirm a consistent rise in waste service payment compliance across Russia. With collection rates nearing full coverage in several districts, the system appears more efficient than in previous years.
