New dynamic purchasing system eases social housing maintenance backlogs across the UK
Procurement for Housing (PfH) has launched a new dynamic purchasing system (DPS) to help social landlords tackle maintenance backlogs. The scheme aims to ease pressures caused by staff shortages and social distancing rules. It will also support future repairs across the UK. The DPS focuses on non-essential maintenance jobs, including general repairs, joinery, plumbing, heating, electrical work, and specialist services. Contractors can either supplement or fully take over repairs for social landlords, whether managed in-house or outsourced.
Unlike traditional frameworks, the DPS allows new suppliers to join at any time. Once approved, they can bid for opportunities without repeating the selection process. The system will run for five years, with an option to extend for another five. PfH managing director Steve Malone explained that the DPS is designed to support both social landlords and small, local contractors. The backlog of non-urgent repairs in social housing was estimated at 1.5 million jobs by the end of May 2020.
