Massachusetts Proposes Faster Housing Approvals to Tackle Crisis
Governor Maura Healey has unveiled draft regulations aiming to expedite housing development in Massachusetts. The move comes in response to the state's housing deficit and follows the release of the 'Building for Tomorrow' report earlier this year.
The new regulations, announced on September 9, propose reducing environmental review times for housing projects from over a year to just 30 days. This change is set to streamline the process for projects meeting specific housing criteria, which will now only require a simple Environmental Notification Form instead of a detailed Environmental Impact Report.
The Home Builders & Remodelers Association of Massachusetts (HBRAMA) has played a significant role in shaping these pro-housing proposals. The association's member, Jeffrey A. Brem, P.E., is also part of the Commission on Unlocking Housing Production, established following the Affordable Homes Act of 2023. This act, which increased housing production and invested in communities, was influenced by HBRAMA members. Now, HBRAMA is collaborating with legislative leaders to find further solutions to the housing crisis.
The draft regulations are open for public feedback throughout October, with hearings and information sessions scheduled. If implemented, these changes could significantly accelerate housing development in Massachusetts, helping to address the state's housing deficit.
