Mexico City Establishes Three Designated Marijuana Consumption Zones
Mexico City has officially established three designated zones, known as 4:20 zones, where recreational cannabis use is permitted under specific rules. These zones are located at the Plaza de la Concepción, Plaza de Lectura José Saramago, and Monumento a Simón Bolívar.
The Plaza de la Concepción is situated in the Centro neighborhood, at Belisario Domínguez Street near Eje Central Lázaro Cárdenas. The Plaza de Lectura José Saramago is located at the intersection of Circuito Interior and Paseo de la Reforma, while the Monumento a Simón Bolívar can be found at the intersection of Paseo de la Reforma and Violeta Street in the Guerrero neighborhood.
The Simón Bolívar Glorieta, another location for the tolerated consumption of marijuana, operates from 8:00 AM to 8:00 PM. At each zone, a maximum of 80 people are allowed at a time, with each adult able to stay for up to 40 minutes per visit. No sales or exchanges of marijuana are permitted onsite, and the use of other substances is prohibited. Consumption must be responsible and not disturb passersby.
Permanent surveillance is in place at these cannabis tolerance points to prevent drug sales and disorder. Violence, harassment, and buying or selling cannabis are prohibited at the Simón Bolívar Glorieta zones. Photography and video recording within the perimeter of the Simón Bolívar Glorieta zones are also prohibited.
These zones were installed after the removal of previous cannabis camps due to citizen complaints. They aim to provide safe, legal spaces for smokers while maintaining public order ahead of events like the 2026 FIFA Men’s World Cup.
The possession of recreational cannabis has been effectively decriminalized without strict limits on small amounts following Supreme Court rulings, reinforcing these tolerance zones' legal framework context. However, the zone outside the Senate of the Republic remains for informational purposes only and does not permit consumption.
Leftover food, toilet paper, and bottles were scattered at one of the tolerated points for the free consumption of marijuana in Mexico City on its first day on Paseo de la Reforma. This underscores the importance of responsible consumption and adherence to the rules set forth for these zones.
