IBM & Ministry of Justice Baden-Württemberg Strengthen AI Partnership

IBM and the Ministry of Justice Baden-Württemberg have strengthened their partnership, signing a cooperation agreement today. This supplements their existing contract and establishes a strategic AI innovation partnership. The Ministry, an early adopter of responsible AI use in the justice system, is supported by IBM's technological expertise and innovative power.

The core of this partnership is a structured AI innovation process. It includes regular exchanges on current AI trends and technological advancements. IBM's research and development center in Böblingen plays a significant role, although the head of the center is not explicitly named in available sources.

The partnership aims to define, develop, and test innovative AI use cases. This will further solidify both parties' position as pioneers in AI within the justice system. IBM watsonx Technologies will be the foundation for these projects. The platform stands out for its holistic approach, focusing on freedom of choice, transparency, and control over data and operations.

IBM was awarded a multi-year technology and service framework contract following an open tender procedure in April 2025. The goal of this collaboration is to enable broad AI use in the justice system through innovation and digital sovereignty, based on open source and open architectures. This partnership is set to drive progress in AI application within the justice sector.
