Frankfurt’s ÜB’s 2025 drill proves crisis response teams are ready for hybrid threats

Frankfurt’s largest civil protection exercise, ÜB's 2025, has wrapped up after a week of intense training. The drill tested emergency responses to complex threats, including cyberattacks, sabotage, and hazardous material incidents. Over 300 responders took part, with state officials closely observing the operation.

The seven-day exercise simulated a major crisis involving hybrid threats. Scenarios included a hazardous materials attack, mass casualties, and disinformation campaigns. Emergency teams had to identify dangerous substances and evacuate severely injured patients—all within 54 minutes during a live drill.

The exercise confirmed the effectiveness of coordinated crisis management in Frankfurt. Command teams demonstrated their ability to handle simultaneous threats while maintaining public safety. The findings will be used to update existing protocols and strengthen the city’s preparedness for large-scale emergencies.
