"A new problem has emerged". Moped drivers are switching to electric bicycles en masse in Almaty

A sharp rise in electric bicycle use has taken place in Almaty after new rules for mopeds came into force. Since April 5, 2025, moped riders must hold a Category A driver’s licence and register their vehicles. Many, particularly couriers, have now switched to e-bikes instead—even though regulations for these are still being drafted.

The change follows a crackdown on unregistered mopeds, of which around 20,000 remain in the city. With stricter licensing in place, riders have turned to electric bicycles as an alternative. Demand has surged, adding to the 30,000 electric scooters already operating across Almaty.

Residents, however, have raised concerns about e-bike safety. Past incidents involving moped riders—such as pavement driving and collisions with pedestrians—have left many wary. Authorities have responded by urging e-bike users to register their vehicles voluntarily while new laws are finalised.

The shift from mopeds to e-bikes has reshaped urban transport in Almaty. Officials continue developing rules to manage the growing number of electric vehicles. Meanwhile, riders and pedestrians alike await clearer guidelines on safety and registration.
